The White Paper project is based on the assessment that the international system is undergoing a structural transformation with lasting implications for Brazil’s international positioning. The project is organized around six thematic roundtables — geopolitics, trade, climate, energy, defense and security, and artificial intelligence — whose conclusions will be consolidated into a final synthesis report.
The roundtables share three common priorities: to clarify the range of choices available to Brazil in each area; to identify possible convergences regarding opportunities, vulnerabilities, and risks in an increasingly competitive and fragmented environment; and to contribute to improving the quality of Brazil’s public debate on foreign policy and international engagement. Central challenge: how can Brazil expand its room for maneuver in a context of growing constraints?
